The urban development, designed by Catalonian architect Manuel Mujica Millán and promoted by Carlos Heny, develops from a system of plazas, in addition to roundabouts with milestones -like the art deco flagpole- that become focal points thanks to the directionality given to the streets with the introduction of diagonals in the blocks. The road system is organized from its perpendicular connection to the Ávila, with Avenida El Parque from Avenida Francisco de Miranda, through which several public spaces follow one another: first, the small oval plaza with the bust of Baden Powell (world founder of the Scouts), then a longitudinal one, with beautiful proportions and landscaping, ending in Nuestra Señora del Carmen church, also designed by the Catalan architect. Of the now demolished houses of incalculable architectural and heritage value, only Las Guaicas remains, in deplorable conditions. This garden-city suburb, now developed with a harmonious city ordinance, has maintained an inter-mediate scale of multifamily buildings with 8 to 10 floors. The rezoning was not able to protect the interesting yacht-style houses by Mujica Mi­llán, defended for years by neighborhood associations and architects. At certain times of the year, the urape morado plants flower and fill the streets with lilac color.
