The Libertador Forum is an urban intervention developed in the eighties in the National Pantheon sector, over an area of about 24 blocks, marked by topographical, urban and street complexity. The polygon, an area where the founding grid is blurred, borders with Avenida Oeste 13, Avenida Oeste 7, the Supreme Court, and Avenida Norte 1, where the Avenida Panteon ends. The so called Protocol Area, an elliptic plaza perpendicular to the National Pantheon, is emblematic, and is complemented by the Flags Promenade and three heroic water cascades. Surrounded by streets and penetrated by five pedestrian axes that converge on the Protocol Area, it incorporates buildings like the National Library and the National General Archive, which connect to Avenida Panteon through a passageway. Sanabria tries to recover memory by building the Plaza del Samán and incorporating Plaza Carlos III, an inclined tree-planted plane linked to Cuartel San Carlos. The forum is one of Sanabria’s most passionate projects to restore the historical district. Preserving the value of the constructions, landscape, memory, and the valuation of the Pantheon were essential. Recently, the area was modified with the controversial mausoleum for El Libertador, breaking the area’s original volumetric and altering the old building, with renovated areas on the north side, where the «rose» by Doménico Silvestro, in honor of Manuela Sáenz, stands out.
